Right before they talk about the speed being limited to 132 mph they have mentioned

while ultra-smooth B mode was the choice for commuting or lazy riding—but peak output is reduced to 97 hp/57 pound-feet.

In all the other reviews, I remember they mentioned that the power output is not limited in the B mode. Who do we believe?

you can believe the dyno runs. stoltec also confirmed that there's a loss of about ~10 peak horsepower in b mode.

I'd believe the later reports, the earlier reports were brief into rides etc. Also HP is only limited in the higher RPMs, even at the top only about 10%, it is still a very strong engine requiring judgement from the rider.
